McCarthy Ranch General Plan Ammendment SEIR
  Hexagon was hired by The McCarthy Ranch company to prepare the long range 2010 traffic analysis for the proposed McCarthy Ranch general plan amendment in Milpitas, California. The proposed amendment to the City of Milpitas’s General Plan was to change the designation for the area from Mixed Use to Industrial Park. The project area is 228.5 acres in size and consists of approximately three million square feet of building area. The future traffic projections were developed with the Santa Clara Countywide and Milpitas sub-area models and are based on 2010 transportation network and land use assumptions. The model was used to estimate the trip generation, distribution, and assignment of the background and project traffic. Hexagon staff developed a program that makes adjustments to the future turning movements to relate the growth or decline of traffic to the performance of the model in the (1996) base year, relative to the actual count data. This adjustment procedure increases the accuracy of future intersection turning movements which are used to determine traffic impacts.
